Health Policy Telehealth Issue Brief: Steps Toward a Coherent Telehealth Policy

Telehealth as a channel for delivering care has boomed (something to indicate a sharp increase?) in the past few years in response to the growing need for more flexible opioid treatment options and limitations to in-person care during the COVID-19 pandemic. But for states, payers, and providers to deliver on the long-term promise of telehealth, areas such as funding, infrastructure, policy, access points, and coverage must also evolve.

Alternative Payment Models: Risk Evaluation Tool for Financial and Non-Financial Risk

Providers need to take into account the full set of risks they face under different alternative payment models (APMs).  For example, without considering their unique circumstances of safety-net providers, Medicaid managed care organizations may adopt APMs that destabilize these important providers. Rachael Matulis, Mary Beth Dyer, and Alison Cuellar have created a risk assessment tool that can help policymakers and managed care organizations assess the full set of financial and non-financial risks embedded in different APMs.
